The Business Capability Lifecycle Process (BCL) is an advanced method that includes rigorous analysis of requirements and consideration of all feasible solutions prior to funding a business IT system. Their work highlights ways to improve on the common problems experienced in the development and use of new IT systems, such as including the right stakeholders, scoping appropriately, more rigorous analysis of alternatives and phased implementation with application of learning from one to another.
